Assistant Vice President of Enterprise Systems

Arnold Foelster serves as the Assistant Vice President of Enterprise Systems in the Division of Information Technology at the University of Maryland, Baltimore County (UMBC). He leads the strategy, implementation, and ongoing support of the university’s enterprise application portfolio, with primary responsibility for the PeopleSoft Campus Solutions (Student Administration) ERP platform and other mission-critical enterprise systems.
Arnold has more than 25 years of experience leading large-scale ERP implementations, enterprise application modernization, business process transformation, and technology strategy in higher education. His expertise includes PeopleSoft Campus Solutions, PeopleSoft Human Capital Management (HCM), enterprise integrations, project and portfolio management, governance, and organizational change management. Throughout his career, he has successfully partnered with campus stakeholders to improve operational efficiency, enhance the student experience, and align enterprise technology with institutional priorities.
Before joining UMBC in 2006, Arnold served as Director of Applications at the University of Maryland Global Campus (UMGC), where he was responsible for the institution’s PeopleSoft Student Administration and Human Resources Management (HRMS) systems. Earlier in his career, he was a Management Consultant with Accenture, advising clients on enterprise software implementations and business process improvement initiatives.
Arnold holds a Bachelor of Arts in Interdisciplinary Studies, with concentrations in Information Systems Management and Political Science, from the University of Maryland, Baltimore County. He also earned an MBA and is a graduate of the University of Maryland Global Campus National Leadership Institute.
